Public Services

Important Services for All

Newark offers high-quality, reliable public services that are accessible to all and add to the success of our city. We provide essential services that maintain and improve the safety and quality of life for our residents, and support the growth and economic development of the city.

The Director of Public Service’s Office is responsible for budgeting, purchasing, citizen services, City non-health related insurance, management of rights-of-way, water, storm and sewer utilities, City auctions, and technology. By Charter, the Director of Public Service (Service Director) is also responsible for maintaining all public lands and buildings. The Service Director also serves as Planning Commission Director. The Service Department prompts new ordinances and resolutions to address situations that arise from City growth in addition to bids for routine service contracts, equipment leases, etc.

The Service Director is appointed by the Mayor, and is directly involved in the day-to-day administration, project planning and implementation, code enforcement, and operations for divisions of the Service Department as follows: Cemetery and Parks, Engineering, Building Maintenance, Information Technology, Water, Purchasing, Streets, and Traffic.

Service Director: David Rhodes
