Ryan T. Bubb, City Auditor

Ryan has served as City Auditor since October of 2021. Ryan served on Newark City Council in an At-Large position since 2008. The Auditor’s office is responsible for maintaining the financial records of the city, including general ledger records, and reporting the city’s financial position to the Auditor of State, City Council, the Mayor and other interested parties. The Auditor is also responsible for the accounting of fixed assets, payroll preparation along with pension fund and tax reporting, accounts payable, purchasing card management, and managing the city’s bonded and noted debt. The office performs internal audits of the various city departments to assure that proper accounting procedures are being followed.

The Auditor assists the Mayor and key members of the city administration in preparing the city’s 90 million dollar budget. The Auditor is responsible for assuring that all expenditures made by the city are in compliance with  state statute, city ordinances, and the Newark City Charter. The Auditor’s office works closely with the City Treasurer’s office in cash management and  also balances the Auditor’s records with those of the Treasurer to assure a system of checks and balances. The Auditor serves on the City’s Board of Control, the Treasury Investment Board, and the Records Commission. 

The City Auditor’s office has prepared an Annual Comprehensive Financial Report (ACFR) since 1991 and has been awarded the Certificate of Achievement for Excellence for each year since.
